In dungeons and dragons 4th ed. What levels do you get the 2+ on your ability scores?

well, my friend told me you got it at every even numbered level but iin the book it read that it is only at the 4th, 8th,11th, 14th,17th,18th,20th,21st,28th. Please help in figuring in this out.
